I'm not sure who designed this page (OWA - Options - Phone - Voicemail tab), but by putting a huge Rules box and a floating Save button, you've effectively hidden the fact that many configurable options for voicemail are present if the user simply scrolls down.  Most users won't even realize these settings exist on this page.

Terrible, terrible design.
